The Livelihoods Engagement Specialist will provide technical leadership in the development, implementation, and integration of best practice activities that improve access to livelihoods opportunities for youth. The Livelihoods Specialist will play a key role in the development of training and capacity strengthening of Activity partners and youth-led and youth-serving organizations to create and implement youth-centered and youth-friendly private sector engagement strategies, work readiness and soft skills training, mentorship and accompaniment supports, and structured work-based learning opportunities. S/he will provide direct technical training support to ensure that partners and youth-led and youth-serving organizations develop equitable and inclusive organizational culture and approaches to training, mentoring, coaching and accompaniment of a diverse range of underserved youth and increase a range of livelihoods opportunities in the blue, green and orange sectors. As part of integrated ways of working, s/he will work closely with the Youth Civic Education and Engagement Specialist ensuring learning, skills training and accompaniment aligns to market and community needs. Specifically, the Livelihoods Specialist will contribute to developing entrepreneurship and employment supports within agro, blue and orange value chains and other livelihood opportunities supported by micro, small, medium and large enterprises. S/he will develop instructor and participant interactive work readiness training materials and assessment/feedback tools for youth participants and labor market stakeholders. S/he will review all training materials and work with Activity partners to ensure that intervention designs are gender and conflict sensitive, and the principles of do no harm are practiced as part of youth mobilization and retention, and community and stakeholder engagement. S/he will be responsible for identifying and supporting champions and influencers from the blue, green and orange economy. The candidate will support in identifying climate responsive emerging markets, and supply and value chains as potential niches for youth to establish income-generating activities providing services. This position reports to the Technical Director.

Specific roles and responsibilities:

  • Identifies gaps in green, blue and orange value chains as potential niches for youth entrepreneurship or employment;
  • Supports market analysis, both macro and hyper local to inform the design of relevant work readiness and work-based learning activities for youth in community, remand center and other learning spaces;
  • Supports interactive materials development and training;
  • Builds a relevant and sustainable model for mentorship, coaching and accompaniment of youth in transition to new work-based learning and livelihoods opportunities;
  • Leverages opportunities amongst USAID investments, Government of Jamaica investments, and other donor-funded and private development focused youth-friendly income generation activities; thereafter develop linkages that benefit local partners and youth;
  • Supports private sector partnership relationships between NGOs, Heart Trust TVETs and other community centers and stewards labor market champions to support underserved youth opportunities that offer work-based learning, apprenticeships, and longer-term livelihoods opportunities;
  • Establishes and maintains sound relationships and work effectively and creatively with consortium, private sector partners, ministries, CDCs and communities;
  • Works with consortium members and implementing partners to document results and lessons learned during implementation of livelihoods activities;
  • Prepares inputs to and conducts reviews of technical reports.



The candidate for the position of Livelihoods Engagement Specialist shall have at a minimum the following qualifications:


Bachelor’s degree (or foreign equivalent or equivalent years of professional experience) in workforce or livelihoods development, economic growth, entrepreneurship and business development, international development, youth development, or similar relevant field required; advanced degree preferred. 

Skills and Experience:

  • A minimum of six (6) to seven (7) years of demonstrated experience managing and implementing development activities related to youth workforce and employability training programs;
  • Demonstrated experience in designing and conducting youth-led and youth-relevant market assessments, developing youth-friendly mentorship, coaching and accompaniment supports, supporting entrepreneurship and micro-enterprise development, and economic growth;
  • Skilled at building public – private partnerships and engaging small, medium and large employers in community engagement and community development opportunities;
  • Experience facilitating trainings to disseminate information;
  • Ability to manage multiple tasks while attending to details, follow through and efficiency;
  • Strong interpersonal skills and ability to work under pressure;
  • Experience working with the Jamaican private sector, including micro, small and medium businesses, informal labor markets, and social ventures a plus;
  • Experience building access to finance for entrepreneurs a plus;
  • Experience working with a USAID-funded project is a plus.


Fluency in English is required. Proficiency in Jamaican Creole strongly preferred.
